State Restrictions Policy
Pepticore ships laboratory research peptides to addresses inside the United States only. This page explains how each state’s laws shape what we sell and where we deliver, which destinations get extra review, when we cancel or refuse an order, and what you must confirm before you buy.
The short version
Federal law sets one national baseline, and every state can add its own rules on top of it. Pepticore sells peptides only as laboratory research chemicals, only to buyers who are at least 21, and only for delivery inside the United States. Before an order ships, we check its delivery state against the review list on this page. If we reasonably believe that selling, delivering, or holding a product would break a state or local law, or that the order is meant for human or animal use, we can hold, refuse, or cancel it and refund what you paid. You remain responsible for confirming that buying and possessing a research compound is lawful where you are.
If you are looking for a prescription peptide medicine for personal health use, Pepticore is not the right source. Please talk to a licensed physician or pharmacist.
What this policy covers
This policy applies to every order placed on Pepticore.co. It works together with our Terms of Service, Shipping Policy, Research Use Only Disclaimer and Return & Refund Policy. It adds to those documents and does not replace them.
Products
Every peptide and research compound in our catalog. All are sold as laboratory research chemicals, not as drugs, supplements, cosmetics, or devices, and none is meant for use in people or animals.
Orders
Every order, whatever its size, payment method, or who pays for it. Repeat and bulk orders are screened the same way as a first order.
Destinations
Delivery addresses in the 50 states and the District of Columbia. U.S. territories and military addresses (APO, FPO, DPO) are reviewed one at a time and may be declined. We do not ship outside the United States.
Origin
Orders leave our warehouse in Fontana, California, with a tracked domestic carrier. Pepticore is owned and operated by Renaissance Wave LLC.
Federal, state, and local rules all apply at once
Our own rules
We are stricter than the law in several places. Buyers must be 21 or older, must accept the research-only terms at checkout, and may be asked to confirm a research affiliation.
Local and institutional rules
Some cities, counties, universities, hospitals, and employers set their own receiving and possession rules for laboratory chemicals.
State law
States add rules through consumer-protection statutes, pharmacy and medical-board regulation, state drug and device acts, and controlled-substance schedules. A state can be stricter than federal law. It cannot make lawful what federal law forbids.
Federal law
The national baseline for every order, in every state: the Federal Food, Drug, and Cosmetic Act, the FTC Act, and the Controlled Substances Act.
Where we ship, and how each state is reviewed

States we cannot ship to, and destinations we review more closely
This section is the working list our team uses at checkout. It is a dated snapshot, not a permanent promise, and we change it whenever the law or our own risk review changes.
None at this time
As of September 22, 2026, our review has not found a state statute or regulation that bans selling laboratory research peptides to qualified research buyers, so we do not currently block any state outright. The moment a state law makes a sale unlawful, we stop shipping there, list the state here with its effective date and the law behind it, and cancel and refund any affected open orders.
Alabama
Alabama regulators have taken a strong public position against “research-grade” peptides used on patients (see the state rules section below). Before we ship an order to an Alabama address, we may ask for the name of the laboratory or institution, a business or institutional email or website, and the general research area. We hold the order until we have what we need, and we cancel and refund it if we cannot verify the research purpose.
Any address, any time
Whatever the list says, we may restrict, delay, or decline shipment to any state, city, or address, and to freight forwarders and package-consolidation addresses, where we reasonably believe the sale, delivery, or intended use would violate a law or this policy. U.S. territories and military addresses are reviewed individually.
The state rules that matter most to how we operate
All 50 states and the District of Columbia have consumer-protection laws, and most have their own drug and pharmacy statutes and controlled-substance schedules. Peptide rules are being written and rewritten right now, so below we explain the states with specific, verifiable developments and then describe how we treat everywhere else.
Our home state
We follow California’s Unfair Competition Law and False Advertising Law (Business & Professions Code §§ 17200 and 17500), the Sherman Food, Drug, and Cosmetic Law (Health & Safety Code § 109875 et seq.), which mirrors the federal drug rules at the state level, and Proposition 65 (Health & Safety Code § 25249.5 et seq.). Medical-board position on research-grade peptides
In May 2026 the Alabama Board of Medical Examiners and Medical Licensure Commission told licensed clinicians not to prescribe, administer, dispense, recommend, or supply non-FDA-approved “research-grade” peptides. The notice is aimed at licensees and does not, on its face, bar a laboratory from buying research chemicals. The Alabama Attorney General also obtained a temporary restraining order in November 2025 in an enforcement action over unapproved weight-loss drugs. Because of this activity, we place Alabama on enhanced verification.
Peptide statute for prescribers and pharmacists
La. R.S. 37:23.5, enacted by Act 374 of the 2026 Regular Session and effective August 1, 2026, stops state licensing boards from prohibiting prescribers and Louisiana-licensed pharmacists from providing peptides prepared under the federal compounding rules (21 U.S.C. §§ 353a and 353b). It concerns clinical prescribing and pharmacy compounding. It does not authorize selling laboratory research peptides for use in people, and it does not apply to Pepticore, which is not a pharmacy, prescriber, or outsourcing facility.
Every other state and D.C.
We have not identified a state law outside the examples above that bans the sale of laboratory research peptides to qualified research buyers. General state laws still apply to us and to you: unfair and deceptive practices (UDAP) statutes, state drug and device acts modeled on federal law, controlled-substance schedules that can differ from the federal ones, and pharmacy and medical-board rules. State attorneys general have also publicly urged FDA to act against illegally sold GLP-1 drugs and against “research-only” peptides marketed for human injection, and they can use their consumer-protection powers on their own. That is why we screen every destination, and why our marketing stays strictly in a laboratory context.
Territories, military addresses, and local rules
Puerto Rico, Guam, the U.S. Virgin Islands, American Samoa, the Northern Mariana Islands, and APO, FPO, and DPO addresses each have their own carrier, customs, and local-law questions, so we review those orders one at a time and may decline them. Cities, counties, universities, hospitals, and employers can also restrict what may be delivered to or kept at their addresses. Please check with your institution before you order.
The federal rules behind every state review
The FD&C Act and the intended-use rule
Under 21 U.S.C. § 321(g)(1), an article is a drug when it is intended to diagnose, cure, mitigate, treat, or prevent disease, or to affect the structure or function of the body. Intent is judged objectively, from labeling, advertising, and the circumstances of the sale (21 C.F.R. § 201.128). A “research use only” label does not settle that question on its own. That is why our product pages, images, and support replies stay in a laboratory context, and why we refuse orders we reasonably believe are meant for human or animal use.
Unapproved new drugs
Introducing an unapproved new drug into interstate commerce violates 21 U.S.C. §§ 331(d) and 355(a). None of our products is FDA-approved for any use in people or animals, and we do not sell them for such use.
Compounding rules and the 2026 FDA developments
Sections 503A and 503B of the FD&C Act (21 U.S.C. §§ 353a and 353b) govern how licensed pharmacies and outsourcing facilities prepare medicine from bulk substances. In April 2026, FDA announced that a group of peptides had been removed from its Category 2 list of bulk drug substances that may present significant safety risks. In July 2026, FDA’s Pharmacy Compounding Advisory Committee voted to recommend several peptides for the 503A Bulks List. Those votes are advisory. They do not approve any peptide as a drug, and they do not change the research-only limits that apply to everything we sell. Pepticore is not a pharmacy, compounding facility, or outsourcing facility.
FTC Act Section 5 and the Mail, Internet, or Telephone Order Merchandise Rule
The FTC Act (15 U.S.C. § 45) prohibits unfair or deceptive practices, including unsupported health or performance claims. The Mail, Internet, or Telephone Order Merchandise Rule (16 C.F.R. Part 435) requires us to ship within the time we state, or to tell you about a delay and let you cancel for a refund. We make no medical, therapeutic, or performance claims anywhere on Pepticore.co.
Controlled Substances Act
None of the compounds in our catalog is a federally scheduled controlled substance under 21 U.S.C. § 801 et seq. If one is ever scheduled, we remove it from sale. State schedules can differ from the federal schedules, which is one reason we screen by destination state.
Verifying the law where you are is your job
It is the buyer’s sole responsibility to verify the legality of purchasing, possessing, and using research compounds in their state and locality. Laws differ from state to state and change often, and only you know your delivery location, your institution’s rules, and how you plan to use the material.
This does not reduce our own duty to follow the laws that apply to us as a seller. We meet that duty by screening destinations, keeping our marketing in a laboratory context, and refusing orders that break the rules on this page. It means that our screening never replaces your own check.
Before you order, confirm that:
- You are at least 21 years old.
- You are a qualified researcher, or you are buying for a qualified research organization.
- Buying, receiving, storing, and using the compound is lawful in your state, county, and city.
- Your institution or employer allows the delivery.
- Your delivery address and stated research purpose are accurate.
- You will never administer the product to a person or an animal.
What happens to an order from a restricted or flagged destination
We reserve the right to refuse, hold, or cancel any order, before or after payment, and before or after we confirm it. Here is what that looks like in practice.

You place the order and confirm the checkout acknowledgments.
Destination screening
We match the delivery state and address to this policy.
Decision
We clear, hold, or cancel the order. You hear from us by email if it is held or cancelled.
Dispatch or refund
Cleared orders ship from Fontana. Cancelled orders are refunded.
Ships as normal
Standard-review orders that pass screening are released to our warehouse and shipped with a tracked domestic carrier.
We ask for more information
We email you for the details we need, such as your institution and research area. The order stays on hold until you reply, and we cancel it if we cannot verify the purpose.
Refunded to the original payment method
We refund the full price of a cancelled order, including shipping you paid, as soon as possible and within the time the FTC’s Mail, Internet, or Telephone Order Merchandise Rule requires. We never charge a cancellation fee when we cancel for state-law reasons.
When we may cancel or refuse
- The delivery state or locality prohibits, or in our reasonable judgment may prohibit, the sale, delivery, or possession.
- We reasonably believe the order is intended for human or animal use.
- You cannot or will not give the verification we ask for.
- The address, billing details, or stated purpose appear false or inconsistent.
Where to read the money side
Refund timing, damaged parcels, and billing disputes are set out in our Return & Refund Policy and Payment Policy. Shipping times and carriers are in our Shipping Policy. If a shipment has already left our warehouse when a legal issue comes up, we will contact you about the next step and will not leave you without a refund option.
What we will never do to get around state rules
Restriction lists only work if they are honest. These are the practices we refuse, so that no reader, carrier, or regulator has to wonder.
No alternate addresses
We do not accept, suggest, or help set up a different delivery address to avoid a state’s rules.
No false paperwork
Packing slips, labels, and carrier declarations describe what is in the parcel. We never falsify contents, shipper details, or recipient details.
No legal workaround advice
Our team will not advise you on how to avoid, evade, or work around a state or local law.
No order splitting
We do not ship split or repeated orders that seem designed to stay under a review threshold.
No human-use guidance
We give no dosing, injection, or administration instructions and no personal-use advice, in any state.
No selling into a listed state
Once a state is on the not-shipped list, no exception is made for any buyer, quantity, or stated purpose.
Responsibility for violations of state and local law
Pepticore and Renaissance Wave LLC are not liable for any loss, injury, seizure, fine, or legal consequence that results from a buyer’s violation of a federal, state, or local law, including buying, receiving, possessing, or using a product where that is unlawful, giving us inaccurate delivery or purpose information, or using a product in or on a person or an animal.
This limit applies to the fullest extent the law allows. It does not remove any right you have under consumer-protection law, and it does not limit our responsibility for our own errors, such as shipping the wrong item or failing to refund a cancelled order. How we update this list as state laws change
State peptide rules have been moving quickly in 2026, and we expect that to continue. So we treat this page as a living record. We review it at least once every quarter, and immediately whenever something happens that could change where we can lawfully ship.
Triggers include a new or amended state law, a board of pharmacy or medical board notice, an attorney general action or advisory, an FDA or DEA announcement, a carrier or payment-partner requirement, or a report from a buyer or an institution. If a change may affect where we can lawfully ship, we pause shipments to the affected state until we have reviewed it, with legal advice where needed.
Monitor
We watch legislatures, state boards, attorneys general, FDA, and the Federal Register.
Assess
We work out whether a change affects lawful sales of laboratory research material.
Decide
We add, keep, or remove a state, or change its review level.
Apply
We update our store’s shipping rules and this page on the same day.

A change applies to orders placed after its effective date. For an order already placed, we review the new rule and either ship it, hold it, or cancel and refund it, and we tell you which by email.
Your rights as a buyer
Shipping on time
We ship within the time we state at checkout. If we cannot, we tell you, and you may cancel for a full refund (16 C.F.R. Part 435). See our Shipping Policy and order tracking page.
Honest advertising
Federal and state law forbid deceptive claims. We make no medical or performance claims, and every lot has its own certificate of analysis in our certificate vault.
Refunds when we cancel
If we cancel an order for state-law or eligibility reasons, you are refunded in full. Details are in our Return & Refund Policy.
Privacy rights
Depending on your state, you may have the right to know, delete, correct, and opt out of the sale or sharing of your personal information. Use our Privacy Policy and opt-out page. See also our Cookie Policy.
Payment protections
If you pay by credit card, the Fair Credit Billing Act (15 U.S.C. § 1666) lets you dispute billing errors with your card issuer. Read our Payment Policy.
Where to raise a concern

Questions buyers ask about state rules
Do you ship to every state?
We ship to the 50 states and the District of Columbia, and every destination is screened first. On September 22, 2026, no state is on our not-shipped list. Alabama is on enhanced verification. Territories and military addresses are reviewed one at a time.
Why was my order held or cancelled?
The most common reasons are a delivery destination that needs extra verification, a research purpose we could not confirm, or an address or billing detail that did not match. We email you whenever this happens. If we cancel, you are refunded in full to your original payment method.
Can I have an order sent to a lab, colleague, or friend in another state?
We screen the delivery address, not the billing address, so the rules of the state where the parcel is delivered apply. Orders sent to a third party are reviewed, and we may decline them. We never ship to a different address to avoid a state’s rules.
Did the 2026 FDA advisory votes on peptides change what Pepticore sells?
No. Those votes concern which bulk substances licensed compounding pharmacies may use to prepare prescription medicine. They are advisory and do not approve any peptide as a drug. Our products are laboratory research chemicals, and they stay labeled and sold as such.
I am a licensed clinician. Can I order for my patients?
No. Our products are not for use in patients. A licensed compounding pharmacy or outsourcing facility, working from a valid prescription, is the lawful route for clinical use.
Do you ship outside the United States?
No. We currently deliver only to addresses inside the United States.
How will I know if the list changes?
The date at the top of this page and the change log in the Updates section always show the current version. If a change affects an order you have already placed, we email you directly.
